Vance Morrison 022c889731 Improve the ETL->ELTX perf by improving the efficiency of GetEventCounts 
The more truely unknown events we have during ETL->ETLX conversion the slower GetEventCounts
is (Because we cant cache the TraceEventCount on an unknown event (because it s shared) like we
can with a known evnet.   Thus force some high volumne events to be known.

Vance Morrison ad4a638d44 Fix bugs parsing various unusual kinds of strings (found in the WinINet provider). 
As part of this I did a rather non-trivial reoganization/simplification of the counted string parsing logic for
registered providers.   It is now much more regular and thus more likely to work properly in all cases.

I still need to do a bit more testing on it, but I wanted to 'get it out there' as it does seem to work well enough
already (and is an improvement over what we have..

Lee Culver 0340022a7b Fix timestamp issue 
The session start time was not being properly set, leading to very large
time offsets in the event windows.  This change fixes that.
