Dongbo Wang 49604e89ec Update PSReadLine build to target netstandard2.0 (#4584)
By retargeting PSReadLine to `netstandard2.0`, we can simplify the build a lot and produce the same assembly no matter building on Windows or non-Windows.

- Update PSReadLine build to target `netstandard2.0`, including the CI and release pipeline YAML files.
- Update the test to target `net472` and `net6.0`, so that we can run tests with both .NET Framework and .NET
- Rename `Microsoft.PowerShell.PSReadLine2.dll` to `Microsoft.PowerShell.PSReadLine.dll`
- Update and clean up the `README.md` with the up-to-date information

Jason Shirk 416ca3e4e3 Rename Microsoft.PowerShell.PSReadline.dll
To work around PowerShell Core not loading the dll from the same
directory as PSReadLine.psd1, I've renamed the dll.

I was terribly inconsistent.

This is a breaking change, though unlikely to cause troubles.
The apis are mostly used in PowerShell scripts which is not
case sensitive.
The cmdlet name change is also mostly safe.

At any rate, this is version 2.0 and breaking changes should be OK.

jazzdelightsme f5c94f7fe2 Use runtime check to allow other console-based hosts to use PSReadline.
The host check in the .psd1 only allows you to specify one host. To allow
other hosts to use PSReadline, but still try to give a helpful error to
people trying to use PSReadline in other, non-console hosts (like the ISE),
we instead do a runtime check using IModuleAssemblyInitializer, wherein we
check to see if the current process has a non-hidden console window, and
emit an error if not.
