Steve Lee 2e901e53c3 fix powershell -version and help (#4958)
PowerShell -v  behavior updated to align with other tools like git, curl, and bash where args after  -v  are silently ignored.

Built-in help updated to reflect changes we've made to the console host in PSCore6 removing unsupported parameters.

Testing

The tests are organized by testing language. Thus Pester tests, which are written in the PowerShell language, are in ./powershell and xUnit tests, written in C#, are in ./csharp. The sanity tests for the Full .NET build of PowerShell are in ./fullclr, and the third-party shebang test is in ./shebang.
