Nicolas Iooss b6f6841dfb Update GitHub Actions to use the new $GITHUB_OUTPUT file 
GitHub is deprecating the use of `echo "::set-output ...` to define
output variables in workflow commands:
https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

Replace these commands with `echo "{name}={value}" >> $GITHUB_OUTPUT`.

This feature is also used in `actions/upload-artifact`, which was
updated accordingly in version 3:

While at it, also upgrade `actions/checkout` and `actions/setup-python`
to fix a Node 12 deprecation warning:
