Fix sgx_create_enclave retry mechanism when load_enclave
just return SGX_ERROR_MEMORY_MAP_FAILURE. Deprecated the
SGX_ERROR_MEMORY_MAP_CONFLICT. Make the retry mechanism
compatible with new driver and urts.
