Upgraded to OpenSSL 3.0.14.

  2021.12.1.
Supported FIPS 140-3 Certifiable IPP Crypto based Trusted Library.
Upgraded Intel SGX Architecture Enclaves based on new IPP crypto library.
Upgraded Intel DCAP Quote Verification Enclave to integrate OpenSSL/SgxSSL 3.0.14.
Removed Intel DCAP PCCS from repository.
Added Ubuntu* 24.04 LTS 64-bit Server support.
Fixed bug.

Note that PCCS is not available from this release. Please follow DCAP installation guide to use
`PCCSAdminTool` to retrieve the attestation collaterals or use old version PCCS.

Along with the latest processor microcode address CVE-2022-21233.
  Modified the Switchless library to have mitigations for the associated issue.
Added support for the Linux kernel APIs for the Enclave Dynamic Memory
  Management (EDMM) features that are available with the Linux kernel v6.0 or
  later. Refer to the SGX SDK developer reference for details on new trusted
  APIs and enclave configuration for the EDMM features.
Enabled C++17 within SGX SDK.
Supported AMX (Advanced Matrix Extensions) in Enclave.
Replace hardcoded Enclave signing keys in all sample projects with dynamically
generated keys.
Added a new API to allow user to configure enclave internal cache size in the
  Protected File System library.

John Mechalas 6f0e20cfd9 Implements most of libsgx_capable for Linux (previously only available in the Windows SDK) (#107)
* Adds libsgx_capable, which is currently only available in the Windows
version of the Intel SGX SDK. The Linux implementation of this library
adds the following functions:

  sgx_status_t sgx_is_capable (int *sgx_capable);
  sgx_status_t sgx_cap_get_status (sgx_device_status_t *sgx_device_status);
  sgx_status_t sgx_cap_enable_device (sgx_device_status_t *sgx_device_status);

And adds the following error code (also from the Windows version of the
Intel SGX SDK):

  SGX_ERROR_NO_PRIVILEGE

Generates both a static and dynamic build of libsgx_capable. This is
incorporated into the SDK package, not the PSW package, since software
installers need to check for Intel SGX capability on systems where the PSW
may not already be installed. This means that installers will either have
to statically link, or distribute the .so with their installation package.

Sean Christopherson 65965c6ab6 Bind the AESM socket to /var/run/aesmd/aesm.socket
Exposing sockets to Docker containers is typically done via bind
mounts, which does not work for abstract sockets since they don't
exist in the file system.

The old get_arch() function would only work on systems configured in English, since it looked for the 'Class:' string.
The new get_arch() function uses the 'magic' information from the readelf output to determine the architecture of the build from generated binary.
