Yukihiro "Matz" Matsumoto 628cf498a7 pre-commit: remove markdown-link-check hook 
External link checkers are inherently flaky in CI due to
websites blocking automated requests (e.g. 403 errors).
Also remove JSON hooks (pretty-format-json, check-json)
since no JSON files remain in the repository.

John Bampton 95b74eefdf pre-commit: add hook to ensure Makefiles are indented with tabs 
Manual hook added which runs a shell script.

Can be run locally manually by Linux or Mac users and we have this also running on the GitHub Actions CI.

Will fail if Makefiles uses spaces for indentation.

Can run the manual hooks with:

`pre-commit run check-makefile-indentation --all-files --hook-stage manual`

John Bampton 3c7d19d41b prettier: set pass_filenames: false to avoid multiple passes 
Updated `.prettierignore` to ingnore the typical Python environment files from `.venv`

If you are running pre-commit locally you probably have a Python environment setup.

This PR speeds up the prettier hook and avoids multiple passes through the targetted files.

John Bampton a35b7d537a pre-commit: run markdown-link-check, oxipng, prettier manually 
The "manual" stage in pre-commit refers to a specific hook stage designed for hooks that are not intended to run automatically during a standard git commit operation. Instead, these hooks are meant to be triggered explicitly by a user, typically when performing a full repository scan or a specific check.

This speeds up the standard `pre-commit run --all-files` run by not running these two hooks.

Both hooks are time consuming

Can run the manual hooks with:

`pre-commit run --all-files --hook-stage manual`

Add pre-commit manual stage run on CI to keep full coverage

John Bampton f515669ce3 Add codespell config file .codespellrc 
Add `.codespellrc` to the GitHub labeler

Can now run codespell from the command line standalone and it will use
our standard config file. Running codespell with pre-commit will also use this config.

Useful when regenerating the ignored words file on the command line.

John Bampton a7c947360e [CI] Add prettier to pre-commit 
Add `.prettierignore` and the `.prettierrc` config file. Prettier is currently targeting the `JSON`, `Markdown` and `YAML` files in the mruby repo.

Additional file types can be targetted with prettier via additional community plugins.

Perhaps we could add more npm software to pre-commit in future using new the `local` repo approach.

The best part is that it runs with pre-commit on our local machines on `git commit` and also when running `pre-commit run --all-files` or for example when running `make check`.

There were also some minor fixes / style changes in the pre-commit config to standardize casing.
