Remove unreachable blocks in OP_RETURN
...
When `mrb->c->prev` is non `NULL` and `mrb->c->noexec` is false, switching source fiber should suspend with `Fiber#resume`.
In this case, the condition `mrb->c->ci == mrb->c->cibase` is not satisfied.

According to the [GitHub blog](https://github.blog/2023-02-21-update-on-the-future-stability-of-source-code-archives-and-hashes/ ), files by `git archive` are not guaranteed to have checksum persistence.
It is also stated that the archive file at this time is stable in bytes, but that this may change in the future.

The restriction was introduced in commit b563bcb7ffhttps://github.com/mruby/mruby/issues/3462 .
Subsequently, the `RBreak` object, introduced by mruby 1.3.0, allowed crossing the C boundary.

# => unexpected return (LocalJumpError) # without this patch
# => nothing raised # with this patch

If `Class#allocate` is prohibited, subclasses should also be implicitly prohibited.

Added `MRB_DEFINE_ALLOCATOR()` to allow subclasses to use `Class#allocate`.
