Along with removing mrb_state first argument from the function. From
mruby 3.2, this function is *not* the default function, but the entry
point that can be redefined for the application. The function in
`src/allocf.c` is the default *implementation* (using malloc / realloc /
free) of the function.
Internal functions can only be called from within the library.
Functions listed in `mruby/internal.h` can be called from:
* core (src/*.c)
* gems (mrbgems/**/*.c)
But not from the application linked with `libmruby`.
In addition, update the documents referring `build_config.rb` which is
no longer used. The new `build_config.rb` describes the new configuration
structure in the comment.
* refactor: move `irep_remove_lv` from `mruby-bin-strip` gem to src/dump and rename to `mrb_irep_remove_lv`
* add: mrbc option `--remove-lv` to remove LVAR section
Previous version ignored some errors, and didn't free memory and close files.
Now no memory will be dynamically allocated to simplify error handling.
This commit also fixes a wrong check:

Improve error messages a bit and add missing newline to one.
