This change adds Doxygen-style comments to the public API functions in `src/debug.c`, including mrb_packed_int_len, mrb_packed_int_encode, and mrb_packed_int_decode. The comments explain the purpose of each function, its parameters, and its return value. This improves the readability and maintainability of the code.
