build-mingw-w64, build-busybox: Bump to a newer version
...
This version of mingw-w64 includes the function "mkdtemp", which
breaks building the previously pinned version of busybox-w32 on i686.
Update both projects in sync, so that builds with newer nightly
versions of mingw-w64 also succeed.

This reduces the amount of log output significantly.
For the linux build on github actions, this reduces the log output
from 8.5 MB down to 4.7 MB.

This is the latest version, minus one commit.
The very latest commit, 20331109d1c90c19a510408ab119a76004bc41ea,
causes issues with compiling VLC; that is a VLC issue (redefining
GUIDs that now are provided by the system headers), but holding
off of that change until VLC is updated to cope with it.
