Old syntax:
```
!clift.pointer<pointer_size = 8, pointee_type = !t>
!clift.pointer<is_const = true, pointer_size = 8, pointee_type = !t>
```

New syntax:
```
!clift.ptr<8 to !t>
!clift.ptr<const 8 to !t>
```
