Update detection-smoketesting.yml
...
Update the smoketest workflow so
that it only runs nightly instead of
on every push. This workflow takes
a very long time to run (about 1 hour)
so we don't want to run it all the time.

Remove slim as a dependency. Still requires

some testing. This will break the contentctl build
functionality as it still requires slim. A user can
install splunk-packaging-toolkit separately,
but it is not currently compatible with Python3.10.

Condensed multiple requirements.txt

files into single requirements.txt in
the root of security_content.
Removed explicit calls to python3
in CI/CD workflows and inside of
the docker_detection_testing tool.
These are not required and in fact
should not be done since python
interpreters started by the
detection tester inherit the
venv the parent was run under.

Updated the workflow trigger for code testing to include all pushes. This workflow relies on a number of files that exist outside of the contentctl_project, so it should run on every push.

progress update are not output
when running in CICD environment.
Outputting all of this data
causes thousands of lines of output
logs to be generated in CICD.
This info is only relevant when
running locally in a tty.
