Patrick Strawderman f9fe8efb2e Use ConcurrentHashMap.newKeySet ...

In places where a ConcurrentHashMap was used as a set by wrapping it
with Collections.newSetFromMap, switch to just using the set returned
by ConcurrentHashMap.newKeySet directly.
