Add in ETWTraceEventSource to the .NET Core version of the library.
...
Now the .NET Core version works would be useful on Windows as well as Linux
Still need to get the windows build of .NET Core to parity with the destop library version of TraceEvent.

Check in first version of .NET Core TraceEvent that actually builds.
...
It now builds as part of the overall solution build. You can make a package by typing
dotnet pack in the traceEvent\.NETCore directory.
