dmex04 b745a6a335 fixed some taskbarlib functions + casing, removed duplicate APIs, created ProgressBar component that will "once completed" support TaskbarLib and gracefully degrade for OSs without TaskbarLib support. also added various other fixes.

dmex04 8ef9ee8eaa added missing native enums for Thread/Process priority, fixed/updated native functions per msdn documentation... returned Thread/Process priority is now correct (compared with PE/Taskman) however PH-UI doesn't consistently show the correct values for every process
