Yukihiro "Matz" Matsumoto 329938ef15 Simplify mrb_gc_arena_restore() to reduce overhead. 
It will no longer shrink arena region. Instead `vm.c` uses
a static function `mrb_gc_arena_shrink()` to shrink.
