feat: support consuming scfw as a subdirectory or via FetchContent
...
Guard examples and tools behind SCFW_BUILD_EXAMPLES/SCFW_BUILD_TOOLS
options (default ON when top-level, OFF as subdirectory). Set
CMAKE_EXECUTABLE_SUFFIX as both a cache and normal variable so .exe
applies in consumer scopes too.
